In 2024, Bicycle Colorado adopted Public Policy Principles to guide our decision on which policies to champion, support, or oppose. One of these principles is adopting land use policies that support safe active transportation.
This November, residents of Littleton will vote on Ballot Question 3A. While framed as “preserving neighborhoods,” 3A undermines efforts to expand safe options for people of all ages and abilities to bike and walk. For this reason, we stand with our friends at Vibrant Littleton by encouraging a NO vote on 3A.
3A would freeze Littleton’s residential land-use code as of January 1, 2025, making even minor safety and housing-related updates require another citywide election. For people who bike and walk, thriving neighborhoods mean safe crossings, calmer traffic, and homes near schools, jobs, and transit. Tools like accessory dwelling units (ADUs), duplexes on appropriate blocks, and modest infill near corridors support shorter trips and fewer car miles—key ingredients for safer, more walkable and bikeable streets.
Littleton has been a beneficiary of state grant funds that have helped make its streets safer. In 2024, of the $8 million earmarked for bike lanes, $5M came from state grants. Because 3A conflicts with statewide housing policy, it puts Littleton at risk for receiving future funds for street safety improvements.
We share the desire for stable, livable neighborhoods. But real neighborhood health comes from safe street design and housing choices that let people live close to where they need to go—not from locking public policy in amber.
A vote of NO on 3A is a vote for a safer, more bikeable and walkable community.
